Rust staining beneath a slab edge, concrete fragments on a balcony below, drummy tiles, or a hollow sound along the edge beam are the standard triggers. Balustrade movement is a serious one, fixings corroding within the slab deserve immediate attention rather than a place in next year's budget.
Concrete dropping from a building is an emergency, not a maintenance item. Cordon off the area beneath any loose or drummy overhead concrete, keep residents and the public clear, and arrange a make-safe inspection immediately: especially for awnings, window hoods and balcony edges above walkways.
